A formal charter was signed at The Gatehouse Theater in Stafford Borough on May 15, 1994. A companion charter was signed on June 22, 1995 in Stafford, Virginia. These documents sealed the relationship between our communities.
The program has expanded to the point where exchanges are taking place at all levels of the community. Exchanges have taken place between college students from Stafford College and Germanna Community College. Church groups, members of the medical community, and soccer clubs have all taken part in exchanges as well.
