The Stafford County Board of Supervisors adopted Ordinance O17-29 effective November 1, 2017 which states, that upon the expiration of currently valid annual and three-year licenses, dog owners shall obtain a lifetime license. Lifetime dog licenses will be available November 1, 2017.
Lifetime license rate = $10 per license
If lifetime license is lost, a replacement can be purchased for $1.
The owner of any dog four (4) months old or older shall pay the prescribed lifetime license fee within thirty (30) days after the dog has been vaccinated. Lifetime dog licenses shall be valid as long as the dog's rabies vaccination is kept current and the dog's owner remains a resident of Stafford County. Dog licenses are non-transferable to any other dog and is not subject to refund.
Dog licenses may be purchased with proof of valid rabies certificate:
- Online - available only with a PIN issued by the Treasurer's Office
- In office, Monday - Friday 8:00am to 4:30pm
- By mail with application and fees

Kennel tags (20 dog kennel and 50 dog kennel) expire every December 31 and may be purchased annually in the Treasurer's Office with a letter of approval from the Department of Planning and Zoning.

As of July 1, 2007 veterinarians are required to report to the Treasurer of the locality in which they practice within 45 days of giving a rabies vaccine. The Code of Virginia (3.1-796.87:1) mandates the Treasurer to transmit an application to all dog owners that have not purchased a dog license within 90 days of the rabies vaccination. Failure to purchase a dog license within 30 days of receipt of the application requires the Treasurer's Office to notify Animal Control of the unlicensed animal.
