Development Review

Division Overview
The Development Review Division is responsible for intake, routing, Planning review, and project management for development plan and plat applications. These applications are submitted directly to the Planning and Zoning Department, and routed to various internal and external agencies for review, including:

• Planning & Zoning Department (subdivision, zoning, historic resources, landscaping, lighting, and proffer/CUP compliance reviews)
• Development Services Department (transportation, building, stormwater, erosion, environmental, & floodplain reviews)
• Utilities Department
• Sheriff's Office (CPTED review)
• Information Technology Department - GIS Division (address review)
• Fire & Rescue Department
• Virginia Department of Transportation
• Virginia Department of Health

The Department is currently accepting both paper and electronic application submittals for most application types. The submittal options vary based on the application type, and details can be found within each application form.

The Development Review Division does not handle permit applications. For permits, please see the Building page.

How to View Review Comments

• For paper development plan/plat applications, comments can be retrieved through the Integrated Web Response (IWR) System.
• For electronic development plan/plat applications, comments can be retrieved through ePlans.
