SOLICITATION INFORMATION

Q. How do I find out what the County currently has out to bid?
A. Most formal solicitations may be downloaded or purchased from Purchasing's web site.  They are also advertised in The Free-Lance Star.
Q. Is the public allowed to attend bid openings?
A. Yes, all Invitations for Bid are opened at a public meeting, held in Purchasing's Conference Room, located at 1300 Courthouse Road, Stafford, VA. Solicitation due date and time will be indicated within the solicitation document.  Proposals are not open to the public.
Q. Does the County accept faxed responses to solicitations?
A. The County does not accept faxed responses.   All formal solicitation submittals, in response to and Invitation for Bid or Request for Proposal, must be received by the Purchasing Department and officially date and time stamped prior to the submittal due date and time indicated in the solicitation document.


SHIPPING AND CARRIER INFORMATION FOR SALE OF PLANS

Q. When will my plans be shipped?
A. Plans and specifications will be shipped during normal working hours, 8:00 a.m. to 4:30 p.m., Monday through Friday, except on county observed holidays.  In the event of depletion of inventory, plans and specifications will be shipped immediately upon restocking of inventory.  Contractors must allow an adequate amount of time to receive and review solicitation documents in order to accommodate a timely bid submittal.  Late submittals will be rejected.
Q. Can I ship with a Carrier not listed?
A. If you do not utilize Federal Express, Airborne Express or United Parcel it is necessary to contact Purchasing at (540) 658-8614 and provide a shipping method.
Q. Where can the Purchasing ship?
A. Plans and specifications can be ordered from our web site for shipment in the continental United State and Canada only, however, for shipments to Canada it is necessary to contact the Purchasing Department first.  For all other deliveries, outside of this area, it is necessary to contact Purchasing at (540) 658-8614.
Q. Is the County responsible for the delivery of plans and specs?
A. The County of Stafford assumes no liability, whatsoever, in the case of late or lost deliveries by the carrier selected for this transaction. Should you encounter problems receiving this information, contact the Purchasing Department at (540) 658-8614.
Q. If I ordered plans and specs shipped how will I be notified of Addenda?
A. Any addenda issued will be mailed to the shipping address supplied at the time of purchase.  It remains the bidder's responsibility to assure all addenda are acknowledged within their bid submittal.


VENDOR REGISTRATION

Q. How can I get on the County's mailing list in order to be notified of available solicitations?
A. You can obtain Step One of our Vendor Registration form from Purchasing's web site, or call our office at (540) 658-8614 and request a Bidders Application be sent by mail, fax or e-mail to you.
Q. Does my company have to be a registered County of Stafford vendor in order to bid?
A. It is not necessary for you to be a registered vendor, however, in order to receive information regarding solicitation opportunities we strongly suggest you complete a Bidders Application.
Q. Once I complete a Vendor Registration Form how long before I am entered into your system?
A. Once Step One and Step Two have been submitted your information will be entered into our system immediately.  Please note, we must have both completed steps prior to entering the information into our system.
Q. Why has my company not received any bids?
A. If you are not receiving bids you may not be enrolled in the correct commodity class/subcategories, or we may have an incorrect address on file for your company.  We suggest you call Purchasing at (540) 658-8614 and verify the information of file is current.
