Adjourned Meeting
August 24, 2005
Call to Order. An adjourned joint meeting of the Stafford County Board of Supervisors and Stafford County Planning Commission was called to order by William Cook, Chairman of the Planning Commission at 7:30 P. M., Wednesday, August 24, 2005, in the Board Chambers, Stafford County Administration Center.
Invocation. Ms. Barbara Kirby gave the Invocation.
Pledge of Allegiance. Mr. Edmond Johnson lead in the Pledge of Allegiance to the Flag of the United States of America.
Roll Call of the Planning Commission. The following members were present: William Cook, Chairman; Barbara Kirby, Vice Chairman; Steve Pitzel; Gay Goad; Thomas Cropp; Edmond Johnson and DebraRae Karnes.
Roll Call of the Board of Supervisors. The following members were present: Gary D. Pash, Chairman; Gary F. Snellings, Vice Chairman; Jack R. Cavalier; Robert C. Gibbons; Kandy A. Hilliard and Mark W. Osborn. Peter J. Fields was absent.
Also in attendance were: Steve Crosby, County Administrator; Joseph L. Howard, County Attorney; and Marty Y. Beard, Chief Deputy Clerk.
Planning; Amend Section 28-35 of the Zoning Ordinance to Require a Conditional Use Permit for Schools in A-1, Agricultural, Zoning Districts. Mr. Jeff Harvey, Director, Planning and Community Development, gave a presentation.

Mr. Cropp motioned, seconded by Ms. Goad, to adopt proposed Ordinance O05-37.

Ordinance O05-37 reads as follows:
AN ORDINANCE TO AMEND AND REORDAIN TABLE 3.1,
DISTRICT USES AND STANDARDS OF THE ZONING
ORDINANCE REGARDING SCHOOLS IN A-1, AGRICULTURAL,
ZONING DISTRICTS
WHEREAS, schools are permitted in A-1, Agricultural, Zoning Districts as a by-right use; and
WHEREAS, the Board desires to encourage the location of schools in the County to educate its populace; and
WHEREAS, schools, by their nature, have unique demands on transportation and sanitation beyond what is normally seen in the rural areas of the County; and
WHEREAS, the majority of the County is zoned A-1, Agricultural, and is intended to be low-density agricultural and rural residential development in the Comprehensive Plan; and
WHEREAS, the Board desires to continue to encourage schools in A-1, Agricultural, Zoning Districts at appropriate locations; and
WHEREAS, the Board believes that schools in A-1, Agricultural Zoning Districts should be permitted only upon issuance of a Conditional Use Permit; and
WHEREAS, the Board has carefully considered the recommendation of the Planning Commission and Staff and the testimony of the public hearing; and
WHEREAS, the Board finds that public necessity, convenience, general welfare, or good zoning practice requires adoption of such an ordinance;
NOW, THEREFORE, BE IT ORDAINED by the Stafford County Board of Supervisors on this the 24th day of August 2005, that Table 3.1 of the Zoning Ordinance be amended and reordained as follows, with all other portions remaining the same:
